Plivo is all about simple and quick way to build your telephony application – built on 100% FOSS framework and powered by FreeSWITCH.
Plivo is an open source framework for rapidly building telephony applications for making or receiving calls, using your existing web development skills and infrastructure. The framework provides web developers with basic building blocks to create voice based apps in the form of RESTXML (a small set of specific XML elements that can control a call) and RESTAPI (REST-based APIs). So developers can completely do away with learning the nitty-gritty of a telephony engine.

You need Linux (CentOS or Debian) system to run Plivo, this simple framework can be used to create almost any kind of telephony application.
